NHS Data, AI, and the Shift from Sickness to Prevention

Writer: Shaun Williams / Steve BrineShaun Williams / Steve Brine

There is much talk right now, from the very top of government, about NHS data and its role in educating the AI revolution we are told will drive so much in the future. Whether that involves selling, albeit anonymised, NHS data sets to US-based ‘big tech’ is a political argument that will run and run, but it certainly speaks to a truth: information about our health, and crucially our future health as we seek to predict and prevent, is both central to better outcomes and ROI for the health insurance sector.

This aligns with one of the Health Secretary’s key shifts—from ‘sickness to prevention’—and the entire Government’s growth mission.

Prevention: A Cornerstone of Better Outcomes and Economic Growth

Spotting illness early and tackling the causes of ill health upstream could help people stay healthy for longer, remain in work more often, and crucially, take pressure off health services. The ripple effects are profound: healthier individuals lead to healthier workplaces, increased productivity, and reduced economic burdens on health systems.

This issue is both economic and political. It touches on health, social justice, and the economic growth that Ministers are keen to deliver. Consider the following statistics:

  • Smoking is the cause of 25% of cancer deaths and remains the biggest preventable killer in our country today. (1)

  • More than half of our nation is classed as overweight or obese according to BMI. (2)

  • Levels of poor mental health are rising, especially among millennials.

The Impact of Long-Term Sickness on Economic Growth

A recent headline in The Times proclaimed, “Thousands go straight from university to long-term sickness.” Liz Kendall, Work and Pensions Secretary, has highlighted that “spiralling inactivity” is the “greatest employment challenge for a generation.” (3) Reversing this trend is central to Labour’s plans to boost economic growth.

Analysis by the Boston Consulting Group shows that students now represent a significant share of those entering long-term sickness. In 2021-22, 63,392 people transitioned directly from being economically inactive due to studying to being inactive due to long-term sickness—a sharp increase from 36,866 in 2019-20 (4). Among those aged 16-24, long-term sick inactivity driven by multiple conditions has grown by 18% since pre-COVID, largely due to an acceleration in mental health issues post-pandemic. (4)

Moving the Dial on Prevention

To address these challenges, society must focus on:

  • Increased screening services to identify the early stages of diseases.

  • Support for quitting smoking, including raising the legal age for purchasing tobacco products.

  • Weight management programmes to encourage healthier lifestyles and prevent obesity.

  • Accelerated access to diagnosis: by picking up health issues before physical symptoms, we can reduce the time and severity of health issues in primary care and diagnostics, significantly reducing absence time and costs

Holistic Prevention Strategies

Health is shaped by a multitude of factors: income, jobs, education, housing, workplaces, community environments, smoking or drinking habits, diet, exercise, and timely access to healthcare. Prevention, therefore, cannot be a singular approach. It requires comprehensive government policies on housing, education, and the economy, coupled with targeted NHS actions like vaccinations and community support for managing long-term conditions such as diabetes.

The NHS must invest more in primary care and services outside hospitals to prevent disease by intervening early. However, a true shift to prevention involves broader government policy and partnerships with employers. The workplace itself is part of primary care, and keeping people healthier for longer benefits everyone.
